Brian Padden MANILA— Inclusion and integration were the primary themes at the Asia Pacific Economic Cooperation (APEC) forum that concluded in Manila Thursday. But there were also signs of growing divisions over the U.S.-led Trans Pacific Partnership (TPP) free-trade agreement.
